FAQs

  1. Which boards have County emails and why?

Members of the Board of Adjustment, Board of Appeals, Flood Review Board and the Planning Commission are currently the only boards and commissions issued County email addresses. These boards have a quasi-judicial role and are more likely to be subject to Colorado Open Records requests than the County's other boards and commissions.

  2. What are the rules of public comment?

Most of the County's boards and commissions allow for public comment at the beginning of their meetings. The Public Comment period may be limited to a set amount of time (i.e., 30 minutes) and each speaker should be given a limited amount of time (i.e., 2-3 minutes).

Speakers are expected to be civil and courteous, and commenting on an issue relevant to the work of the board or commission. Rude behavior, inappropriate language or verbal attacks on board members or staff should not be tolerated. If a speaker is providing testimony or input on a specific agenda item, they should be advised to reserve their comment and speak when that particular item comes up on the agenda and not during Public Comment.

Contact the County Attorney's Office for more specific information regarding taking public comment at your board meetings.

  3. What constitutes a quorum, and how do I cancel a meeting if a quorum is not present?

A quorum is the minimum number of board members that must be present to make the proceedings of the meeting valid.

If it is determined sufficiently in advance of any meeting that a quorum will not be present, the chair shall reschedule the meeting by phone call or by written notice to each member confirming the date change. If there is insufficient time prior to a meeting to notify members that a quorum cannot be obtained, the chair shall announce at the meeting that the meeting is being rescheduled to another date and time.

  4. How do I request Commissioner attendance at a meeting?

Contact Brenda Gimeson in the Commissioners' Office to request your Commissioner Liaison's attendance at one of your upcoming board meetings.

  5. What if I have a problematic member?

If a board member is consistently absent from or disruptive in meetings, or otherwise obstructing the goals of the board, contact your Commissioner Liaison to discuss the problem. Board members serve at the discretion of the County Commissioners and may be removed at will.

  6. Why is my board being reviewed by the Commissioners?

Per Larimer County Administrative Policy and Procedure 100.1I, the Board of Commissioners periodically review each of the County's boards and commissions. The purpose of the review is to determine the continued need for and effectiveness of the board.
