What is a Mobile Home Park? 

  As of June 4, 2024, the State of Colorado defines a Mobile Home Park (MHP) as a property used to accommodate five or more mobile homes for which the owner either has a rental agreement with the resident for the mobile home or the mobile home lot OR receives rent payments from a resident or third party for a mobile home or mobile home lot.

  Mobile home parks have historically been an affordable housing option for many. Mobile homeowners face unique challenges as they are both owners and renters. Larimer County is just beginning to work on identifying and addressing barriers mobile home park residents are facing in order to help them find housing stability and safety.

Mobile Home Oversight Program

 Division of Housing’s Mobile Home Oversight Program conducts outreach and education on mobile home park laws and provides an annual park registration system. The program also receives and investigates complaints, facilitates dispute resolution, and takes enforcement actions. CLICK HERE to learn more about this program.

 Mobile Home Park owners are required to provide a copy of the Home Owner & Resident Rights Notice to every resident in the park. This notice must be provided in English and Spanish. CLICK HERE to read the most recently published version.

Mobile Home Park Sales

Under Colorado law, the seller of a mobile home park is required to:

  • Provide advance notice in English and Spanish of a potential sale to homeowners renting lot space.
  • Provide notice to the County and/or municipality and the Department of Housing within 14 days of a triggering event.
  • Wait for at least 90 days after giving notice to ask for a homeowner's intention or signature relating to their intent on the opportunity to purchase the park.
  • Give a group or association of homeowners 120 days after the notice to submit an offer to buy the park.
  • Consider any purchase offer from a group of homeowners or their assignees in good faith. 

Larimer County keeps records of all parks in our jurisdiction that provide notice of sale.

Larimer County Mobile Home Park Preservation Zone Efforts

Larimer County intends to create a new zoning district, the Manufactured Housing Preservation District (MHP-P), to maintain affordability, improve conditions, create strong communities, and preserve natural alternative housing opportunities. Fair Housing Act

The Fair Housing Act was enacted in 1968. The law prohibits discrimination in home sales, financing, and rentals based on seven specific classes. Colorado expanded the federal law to include four additional classes. In Colorado, housing providers cannot discriminate based on Race, Color, Disability, Familial Status, Religion, Sex, National Origin, Ancestry, Creed/Belief System, Marital Status, or Sexual Orientation.

Fort Collins Mediation Program

The City of Fort Collins provides free and confidential mediation services to help Fort Collins residents in conflict. This is an alternative to hiring lawyers, going to court, calling enforcement agencies or allowing the conflict to escalate. This service is offered to help resolve Landlord/tenant disputes. Affordable Rental Housing 

Affordable rental housing refers to a rental complex that offers apartments at below-market rates in a specific area. These complexes are constructed and maintained through partnerships between non-profit developers and federal, state, and local incentives to provide affordable housing options for lower-income community members.

These rental units are accessible to individuals and families whose income is at or below 80% of the Area Median Income (AMI). Each affordable rental complex will have a chart explaining the income requirements within their applications. 

What is AMI? Area Median Income (AMI) is the midpoint of an area's income earnings. It is based on household size and the region in which a person lives. Half of the households in a region earn more than the median, and half earn less than the median. AMI is calculated and published by Housing and Urban Development (HUD) each year. AMI is used when qualifying households for Affordable Housing, Housing Vouchers, and rental assistance programs. The Department of Housing and Urban Development calculates and publishes every area's median income annually. For example, in Larimer County, 80% AMI for a family of four in 2024 is $95,050.

Housing Choice Voucher Program

The Housing Choice Voucher Program, formerly known as Section 8, provides financial subsidies to help lower-income individuals and families pay their rent. Participants can find their own rental unit, and the voucher pays a portion of their rent directly to the landlord. This ensures that the voucher holder only has to pay 30% of their monthly income towards their monthly rent payment. 

In our area, Housing Catalyst is the primary provider of these vouchers. Housing Catalyst is one of our region's Housing Authorities.  Nationally, only one voucher is available for every 4 households that would qualify. This resource is scarce in our area and across the country. The waitlist for one of these vouchers in our area is typically several years long.
