Larimer County has received an application for a 1041 permit from the City of Fort Collins for the expansion of Halligan Reservoir, an existing water storage reservoir located approximately 25 miles northwest of Fort Collins on the North Fork of the Poudre River. 

The project proposes to increase the height of the reservoir dam to enlarge the reservoir by 8,200 acre-feet, expanding the surface area of the reservoir by 138 acres.

1041 Regulations are delegated powers from the State of Colorado to local jurisdictions to regulate matters of statewide concern, including the development of transportation, water, and utility infrastructure. The regulations can also be used to protect specific geographic areas with historical, cultural, or natural resources of statewide importance. Larimer County first adopted 1041 regulations in 2008, with the last major revision in 2022.

The permit application was submitted on August 14, and the first step in the process is for county staff to determine whether the application is complete and ready for full review. The county has until October 14 to make this determination.
