On Tuesday, October 23rd, Jose Luis Ramos was found guilty on 11 different counts including Sex Assault (10-Year Age Difference) and a variety of drug charges by a jury in the 8th Judicial District.

In late 2023, Fort Collins Police Services began monitoring Mr. Ramos for drug distribution due to unusual traffic in and out of his home. FCPS searched Mr. Ramos’ home and found evidence of several minors who had been receiving drugs from Mr. Ramos.

Throughout the investigation, it was also discovered that Mr. Ramos, then 46, had groomed and sexually assaulted one of the minors, a 15-year-old victim.

Mr. Ramos was arrested on December 15th and charged with multiple drug felonies. Eventually, sexual assault and additional drug-related charges were added.

The trial for Mr. Ramos began on October 14th and was led by Special Victim Deputy District Attorneys, David Cheval and Russell Connelly. Throughout the six-day trial, 60 exhibits were presented to the jury and 20 witnesses testified on behalf of the people, including a number of Jose Ramos’ victims and law enforcement experts.

Sentencing for Mr. Ramos will be on December 20th, 2024 at 10:00 a.m. in Courtroom 5A. Below we will list full charges and the potential penalty for each charge. It will ultimately be up to the Judge for final sentencing.

The jury found Mr. Ramos guilty of the following:

  • Sexual Assault (10-Year Age Difference)- A class 6 felony
    • 1 year to 18 months in the Department of Corrections.
  • (2 Counts) Distribution of Marijuana to a Minor- A class 4 drug felony
    • 6 months to 1 year in the Department of Corrections for each
  • (2 Counts) Distribution of a Controlled Substance to a Minor- a class 1 drug felony
    • 8-32 years in the Department of Corrections
  • Distribution of a Controlled Substance (Special Offender Firearm)- a class 1 drug felony
    • 12-32 years in the Department of Corrections
  • (3 Counts) Contributing to the Delinquency of a Minor- A class 1 misdemeanor
    • Up to 364 days in jail
  • Unlawful Possession of a Controlled Substance- A class 1 drug misdemeanor
    • 6-18 months in jail
  • Possession of a Weapon by a Previous Offender- A class 5 felony
    • 1-3 years in the Department of Corrections

“His repeated manipulation and exploitation of children is truly reprehensible. The jurors in this case clearly saw what we did, that Jose Ramos is a threat to this community and I'm thankful we can honor these victims by putting a stop to it.”
