On Wednesday, December 11, the Board of Larimer County Commissioners unanimously voted to adopt the 2025 Larimer County Budget. The budget includes $700 million in gross expenditures planned for the coming year. The net operating budget—which excludes capital projects, disaster recovery costs, and non-operational transfers—is set $430 million. A decrease in the budget this year from the $716 million 2024 Revised Budget is attributed to the completion of several capital projects and the expiration of one-time pandemic grants.

The County Commissioners are committed to maintaining core services while also planning for the future. In the 2025 Budget, public safety was prioritized with approved budget requests to keep compensation for sworn Sheriff deputies competitive with peer organizations, support an alternative sentencing competency docket, and replace an emergency services training facility. Additional allocations were made to fund child abuse prevention, housing affordability, and technology improvements.

The five-year capital improvement plan highlights continued investments in county infrastructure. Projects include a new emergency services building, ongoing improvements at The Ranch, enhancements to parks and open spaces, and preparations for a new north landfill.

The commissioners also certified mill levy to collect property taxes for 2025. Larimer County’s operating mill levy has remained at 21.571 mills since 1992, allocated among the General Fund, Road and Bridge, Human Services, and Health and Environment. An additional voter-approved 0.75 mills supports Foothills Gateway providing services to persons with developmental disabilities.

This summer the governor called the Colorado Assembly to a special session to lower assessed values and cap future growth of property taxes. The Larimer County leadership team is actively exploring strategies to mitigate potential service impacts to residents.

The 2025 Larimer County Budget was prepared in compliance with state statute, accepted budgeting principles, funding agency requirements, and the strategic priorities of the Larimer County Commissioners. In 2024, Larimer County was recognized by the Government Finance Officers Association for publishing a budget that acts as a policy document, an operation guide, a financial plan, and a communication tool. The 2025 Budget continues meet these high standards.
