Larimer County deems applications complete for four large utility projects
In late 2024, Larimer County received applications for four large utility projects through the 1041 permitting process. All four applications have now been deemed complete and ready for county review. The projects include:
- Platte River Power Authority addition of five natural gas aero-derivative turbines for electric power generation at the Rawhide Power Plant
- Town of Johnstown Raw Water Pipeline
- Town of Berthoud Bacon Lake Water Line and Sewer Interceptor
- City of Fort Collins Halligan Reservoir Expansion
The county had 60 days following the submittal of each application to determine whether all required materials had been received so the applications could proceed to review and public hearings. As of January 6, 2025, the county has verified only that all four applications contain the required documents and are ready for formal review. Substantive review of the documents will now begin by the county, external agencies, and the public. Final decisions on the projects will be made by the Board of Larimer County Commissioners as part of a public hearing process.
Larimer County will schedule public hearings with the Planning Commission and the Board of County Commissioners for each 1041 permit request. The dates of the public hearings will be announced no later than the first week of February 2025.
