BHS welcomes Lucy Nuremberg as our new Community Investments Program Manager
Lucy Nuremberg, B.S., has joined the Larimer County Behavioral Health Services (BHS) Department as the Community Investments Program Manager. In this role, Nuremberg will manage the department’s community funding initiatives, including the annual Impact Fund Grant Program—which provides targeted grant funding to strengthen and expand local behavioral health services—and the Synergy Fund, which incentivizes local organizations to collaborate and reduce duplication in care.
“Having managed our community funding opportunities from the ground up over the past six years, I know firsthand the balance of technical discipline, relationship-building, and vision this role requires,” said Deputy Administrator Jessica Plummer. “Lucy brings extensive experience serving youth, families, and nonprofit organizations across Northern Colorado, a proven track record of transparent resource stewardship, and a thoughtful, data-informed approach to grantmaking. I am thrilled to welcome her to our team and supervise her work as we continue expanding the reach and impact of our community investments.”
Nuremberg brings extensive philanthropy and program management experience to the county. Most recently, she served as the Grants & Programs Manager for The OtterCares Foundation, where she led the administration and strategy for five philanthropic grant programs distributing approximately $700,000 annually across 250 applications. During her tenure, she developed longitudinal outcome-tracking systems to evaluate portfolio impact and cultivated active partnerships with dozens of regional nonprofit and educational organizations.
Prior to her work in philanthropy, Nuremberg directed multi-site youth operations across Northern Colorado, including serving as Area Manager for AlphaBEST Education and Site Manager for BASE Camp in Poudre School District. In these roles, she directed multi-site staffing, managed financial operations, and partnered with local school districts and family liaisons to expand student access to essential community resources. Nuremberg holds a Bachelor of Science in Human Development and Family Studies with a concentration in Intervention and Prevention Sciences from Colorado State University.
Nuremberg’s approach to public investment centers on viewing grantmaking as a true collaborative partnership rather than a mere financial transaction.
