Clone of Transportation Capital Expansion Fee (TCEF)

Why is TCEF needed?

New development creates additional demand on the transportation system. As communities grow, additional roadway capacity is needed to accommodate increased travel.

How does TCEF help?

TCEF ensures new development contributes its proportionate share toward the cost of transportation improvements needed to support growth.

How are fees determined?

Fees are based on:

  • The projected transportation impacts of different types of development
  • The cost of needed transportation improvements
  • The proportionate share assigned to new development

Legal authority

Colorado law authorizes local governments to collect transportation impact fees when certain requirements are met. As a statutory county, Larimer County is authorized under Colorado Revised Statutes 29-20-104.5 to collect Transportation Capital Expansion Fees.

TCEF may apply to:

  • New residential construction
  • Residential additions or finished space increases
  • New commercial development
  • Changes in land use that increase transportation demand

When is it collected?

The fee is typically collected when a building permit is issued. Development approved through County processes that does not require a building permit may also be subject to the fee.

TCEF funds support:

✓ Roadway capacity expansion projects
✓ Improvements to mainline public County roads
✓ Growth-related transportation improvements

TCEF funds cannot be used for:

✗ Road maintenance
✗ Road operations
✗ Replacement of existing infrastructure
✗ Fixing existing roadway deficiencies

2026 TCEF Study Update

Larimer County periodically reviews the TCEF program to ensure fees reflect current growth patterns, travel demand, and construction costs.

The 2026 study evaluates:

  • Current transportation impacts from development
  • Future roadway capacity needs
  • Updated cost assumptions
  • A fair and legally defensible fee structure
