Lori Hodges has over thirty years of experience at both the state and local levels in the emergency services and emergency management fields. She currently works as the Director of Emergency Management for Larimer County, Colorado.

Lori is a Certified Emergency Manager through the International Association of Emergency Managers (IAEM) and the State of Colorado. She is also a graduate of the Executive Leaders Program and the master’s program through the Center for Homeland Defense and Security at the Naval Postgraduate School. Additional education includes a PhD in Business Management with an emphasis on Innovation and Strategy and a master’s degree in Political Science and Public Policy. She received the Emergency Manager of the Year Award from the Colorado Emergency Management Association (CEMA) in 2008 and 2013 and received the CEMA President’s Award in 2020.

Kohl Parrott

Kohl Parrott is the Deputy Emergency Manager for Larimer County and assists in managing the Larimer County Office of Emergency Management. Kohl currently oversees the Operations Program within Larimer County OEM and is the current Operations Section Chief in the Emergency Operations Center (EOC).

Kohl has over 8 years of experience in emergency management at both the private sector and local level. Kohl is a Certified Emergency Manager through the International Association of Emergency Managers (IAEM) and the State of Colorado. Kohl is also a certified EOC Logistics Section Chief through the Colorado Emergency Management Association.

Josh Roberts

Josh is the Mitigation Coordinator for Larimer OEM, coordinating disaster mitigation programs to help reduce risk and the impacts of disaster. Josh has over 15 years of experience at state and local emergency management agencies and has responded to over 30 state and federally declared disasters and large-scale special events. Josh has a Master of Public Administration degree and a Bachelor of Science degree in Emergency Administration and Planning from the University of North Texas, where he was awarded as “Alumni of the Year” in 2016.

Camille Millard is the Preparedness and Resilience Emergency Management Coordinator for Larimer OEM. Camille provides programs, activities, and technical expertise for resilience-related activities within OEM and manages the Larimer Connects Program to increase social capital throughout the county and works to engage with community partners to build community connections. Camille also develops and maintains the community education programs within OEM.

Ricardo Perez

Ricardo is the Public Engagement Officer for Larimer OEM. Ricardo provides public information management services for OEM, develops public-facing materials in English and Spanish, and maintains relationships with the media. This position also works heavily on whole-community planning in Emergency Management, including relationship building with under-resourced populations, translation and interpretation services, access and functional needs coordination, and data analytics to support OEM operations.

Ricardo is a Certified Emergency Manager through the International Association of Emergency Managers (IAEM). Ricardo is also a certified EOC Public Information Officer (PIO) through the Colorado Emergency Management Association. Ricardo holds a Master of Business (MBA) with a concentration in Public Administration and a Master’s in Data Analytics from Southern New Hampshire University, and a Bachelor’s in Business Administration from Creighton University.

Loren serves as the OEM Office Manager/Accountant II for the Larimer County Office of Emergency Management. Bringing nearly 15 years of specialized accounting and database management experience from the State and Federal levels, she provides expert oversight for the department’s fiscal operations. Her role is central to the OEM’s mission, where she manages grant fiscal compliance, disaster-related financial recovery, and essential administrative functions.
