Transportation Capital Expansion Fee (TCEF)

New Transportation Capital Expansion Fees (TCEFs) Effective October 1, 2026

The Transportation Capital Expansion Fee (TCEF) is a one-time fee that may apply to certain development in unincorporated Larimer County.

Why is TCEF needed?

New development can increase demand on the transportation system. TCEF helps provide funding for transportation improvements associated with that growth.

How are fees determined?

TCEF rates are based on the type and size of development and its transportation impacts. Fees are periodically reviewed and updated based on changes in development, transportation needs, and costs.

Legal Authority

Larimer County is authorized to collect Transportation Capital Expansion Fees (TCEF) under Colorado Revised Statutes Section 29-20-104.5. Locally, the fee program is governed by the County TCEF Study and regulated through the Larimer County Land Use Code,  Articles 15.1.6 and 15.1.7.

When is TCEF collected?

The fee is typically collected when a building permit is issued or before a new use begins.

Fees are reviewed annually and may increase each July 1 under Article 15 of the Land Use Code.

Previous Fees

The Transportation Capital Expansion Fee may apply if you are:

  • Building a new home
  • Adding finished habitable space
  • Building a new non-residential building
  • Adding space to an existing non-residential use
  • Changing the use of an existing property or building, including adding a non-residential traffic-generating use to a residential property

Regional Roads

Regional road transportation fees pay for improving select County roads with regional significance in unincorporated Larimer County.

Non-Regional

County transportation fees are used to expand the capacity of non-regional arterial roads and intersections in unincorporated Larimer County.

TCEF funds can be used for:

✓ Roadway capacity expansion projects
✓ Improvements to mainline public County roads
✓ Growth-related transportation improvements

TCEF funds cannot be used for:

✗ Routine road maintenance
✗ Road operations
✗ Replacement of existing infrastructure
✗ Correcting existing roadway deficiencies

  • Updated transportation improvement costs
  • How TCEF fees are calculated
