Larimer County’s Director of Human Services, Heather O’Hayre is the recipient of the 2025 Director of the Year Award from the Colorado Human Services Directors Association. 

The Board of Larimer County Commissioners also celebrated and recognized O’Hayre at their Administrative Matters meeting. CHSDA recognized her for her exceptional leadership, dedication to partnerships, and unwavering commitment and passion for strengthening services for children, families, and adults across Larimer County and Colorado.

“We know how crucial human services directors are, to be the shield of champions for our staff who are working so hard in difficult situations --- especially now,” said Larimer County Commissioner Jody Shadduck-McNally. “You ensure the need of our most vulnerable residents remain at the forefront of our state policy.”

The CHSDA is a non-profit association that represents social/human services directors from across the state of Colorado, encouraging self-sufficiency for families and communities and protecting vulnerable children and adults.

O’Hayre’s leadership has resulted in transformative results in Larimer County Human Services, advocating for the most vulnerable in our community, while being at the forefront of programmatic and policy decisions at the state level.

“I can’t think of a better person to sit next to in meetings, since you are the voice of reason and understand these policies so well. It’s no surprise you were nominated for this award. A state-wide leader in this space,” said Larimer County Commissioner Kristin Stephens.

With over 20 years in human and social services, her experience is far-reaching, touching many aspects of human and social services, including child welfare, juvenile justice, and outcomes for vulnerable groups in our community.
