Larimer County to Administer Local Emergency Food and Shelter Program

Larimer County’s Office of Housing Stability (OHS) is stepping into a new role leading administrative oversight for the Emergency Food and Shelter Program (EFSP) Local Board, ensuring uninterrupted access to vital federal funding across the region.

Created by Congress in 1983 and governed by FEMA, the EFSP is a federal grant program designed to supplement and expand local efforts to support individuals and families facing economic crises. As Local Board Chair, OHS will provide administrative oversight, facilitate the application review process, and lead local coalition efforts to strategically distribute federal funds to frontline service providers across the county.

Transition Builds on Strong Foundation

Larimer County extends its deepest gratitude to United Way of Larimer County for its exceptional stewardship. Since 1990, United Way provided 36 years of dedicated leadership, administering over $4.4 million in EFSP funding to local human service agencies. As United Way shifts its strategic focus, OHS is stepping in as the local administrative umbrella to build on this strong foundation.

Applying for EFSP & Current Grant Status 

Eligible applicants include local government agencies and private, faith-based, or public non-profit organizations that demonstrate the capacity to provide direct emergency relief—such as mass shelter, hot meals, emergency food pantries, rental/mortgage assistance, or utility bill support.

EFSP cycles begin when the federal government allocates funding to local jurisdictions. While FEMA has officially allocated Phase 42 and Phase 43 funding nationally, local application windows remain pending.
