Draft Housing Action Plan available for public review and comment

A draft Larimer County Housing Action Plan is available for review and public comment. The plan outlines actionable strategies to address housing affordability in unincorporated Larimer County.

The plan was developed to meet local needs and align with Colorado Senate Bill 24-174, which requires jurisdictions with more than 5,000 residents to complete a Housing Needs Assessment and Housing Action Plan. Each municipality in the county will adopt its own plan, using the data analysis from the recently completed Regional Housing Needs Assessment (RHNA).

Root Policy was hired to develop the plan. They used data analysis from the Regional Housing Needs Assessment, robust community engagement feedback, and direction from county leadership.

Residents are invited to review the draft plan and share feedback during the 30-day public comment window, open from November 4 through Dec. 4, 2026. Input from the public is critical to helping refine the draft before the Board of Larimer County Commissioners formal adoption hearing on December 7, ahead of final submission to the Colorado Department of Local Affairs.

Larimer County's housing strategy uses data to drive action and humanity to drive policy. In practice, this means we are dedicated to fostering stability, expanding and preserving diverse housing options, and aligning regional systems to support a thriving community.

Goals identified in the plan:

  1. Increase our affordable housing supply by 3% per year, in alignment with Proposition 123 goals.
  2. Preserve the existing housing stock that currently serves low-and-moderate income households.
  3. Expand housing stabilization efforts to support vulnerable households and prevent evictions.
  4. Increase the supply of diverse housing options, expanding both the types of products and available price points.
