Board Function
By law, The Board of County Commissioners is the ex-officio board of a PID, and thus they are the legal authority in control of each PID. While the Advisory Board is not the legal authority in control of a District, the County relies on it to be a partner with County staff and advise the Board of County Commissioners on the affairs of a PID.
The main task of the Advisory Board is to serve as an information conduit between the County and the property owners within the District.
- The Board advises the County Commissioners on what mill levy to set for the District.
- The Board reviews and approves the plan for improvements and/or maintenance prepared by Engineering staff
- The Board reviews and makes recommendations on the District budget and mill levy
- The Board may commission improvements and maintenance work within the scope of the authorization provided at the time of District establishment
- The Board is available to receive public comment from property owners regarding how the District is operating and performing routine maintenance or making other improvements.
- The Board may be asked to make recommendations to the County on driveway accesses and encroachments within the right of way of streets maintained by the PID.
Board Selection and Terms
Article III of the PID bylaws details Advisory Board member appointments, terms, etc. General information is provided below.
- Board members are appointed by the Board of County Commissioners. Board members must own property in the District and be a resident of Larimer County. The Board of County Commissioners may require that a volunteer fill out an application form prior to selection to serve as an advisory board member.
- Board members are typically appointed for a term of four years. Term years run from December 1 through November 30.
- Advisory Board Members can be removed by the Board of County Commissioners at any time with or without cause. Advisory Board members wishing to resign should make a request in writing to the Board of County Commissioners.
- Any board vacancies will be filled by appointment of the Board of County Commissioners.
Board Authority
An Advisory Board may:
- Identify, prioritize, and commission needed improvements or maintenance work in accord with this handbook.
- Obtain Purchase Orders for work or materials not exceeding $25,000 (per year, per vendor) provided County procedures in this handbook are followed.
- Work with County staff to obtain a formal contract for materials and labor exceeding $25,000 per year, per vendor.
- Take comment from the public on Advisory Board matters, including but not limited to the mill levy and prioritization of improvements/maintenance activities.
An Advisory Board may not:
- Make any purchase or procure services outside the established procedures in this handbook.
- Hold private or unannounced meetings.
- Commission work on private property.
