County staff looks forward to partnering with you as an Advisory Board member to fulfill the mission of your PID.

The primary role of County staff is to provide technical expertise and experience as well as administrative and financial management support. Contracts for construction and maintenance of streets and roads are routinely prepared and administered by County Engineering Department staff, not only for PID contracts, but for other work contracted by the County.

County Services Provided to PIDs

County Engineering Administrative staff is customer driven and helps boards track expenditures and communicate with the County and its officers. These services include:

  • Keeping Boards apprised of budget information
  • Serving as liaison to Board of County Commissioners and County Attorney
  • Promptly responding to requests for purchase orders
  • Promptly processing invoices for payment
  • Administering contracts and bidding
  • Maintaining records of and posting minutes of meetings

County Engineering Design & Construction Management staff has a primary role of working with contractors and construction contracts to assist the Board in achieving your goals.

  • Prepare a plan for improvements and/or maintenance for each District at the time of  PID formation
  • Provide engineering assistance, specifications and contract documents for improvements (depending upon staff availability and the scope of services needed for a specific district (e.g., geotechnical engineering), some design or consulting services may need to be contracted and paid for by the PID)**
  • Administer contracts and bidding for improvements
  • Provide quality assurance during construction as needed

** Specifications and contract documents for construction work are important because each contractor who might bid the work needs to have a complete understanding of what the work will entail. This assures that each contractor is bidding the same work. This is partially a matter of fairness, but it also results in lower costs since the process is thereby made more competitive. Specifications and contract documents also:

  • Provide a basis to determine whether the contractor has met the requirements of the contact
  • Provide a fair and accurate way to compare multiple bids for a project
  • Provide for a number of other important considerations such as requirements for insurance and bonds that may be needed
