At Larimer County, we value our employees, recognizing them as vital to our services and dedication to our residents. In an effort to illustrate this commitment, we have implemented a confidential and anonymous feedback system. We hope this new system will empower employees to voice concerns about treatment, conduct, ethics, safety/security, financial matters, breaches, policy violations, as well as an opportunity to voice questions or suggest improvements. Your feedback is crucial to the County’s success, and we appreciate you taking the time to share your thoughts and concerns with us.

Reviewer Types and Definitions

  • Master Reviewer  
    Master Reviewers are considered ‘managers’ of the submission categories that they are assigned to view. The Master Reviewer’s primary roles are to communicate with the User, document actions taken on a submission, and/or delegate the submission to a Delegated Reviewer.
  • Authorized Reviewer  
    Authorized Reviewers act as a ‘second pair of eyes’ for submissions within the submission categories for which they are assigned to view. Authorized Reviewers cannot communicate with the User.
  • Delegated Reviewer  
    Delegated Reviewers are assigned on a submission-by-submission basis by Master Reviewers. A Delegated Reviewer does not receive an email notification every time there is a new submission in every category. They will only see those submissions that are specifically delegated to them. Once a submission is assigned to a Delegated Reviewer they will receive an email and will have access to the submission.

    Choose this category if you have any questions or concerns related to human resources, such as benefits, policies, or employment matters.
  • What's Up?
    Provides employees with a way to ask questions about County operations, policies, and procedures, or to provide feedback.
  • Suggestions for Improvement
    We value your ideas for making our workplace better. Use this category to submit any suggestions for improving processes, policies, or the overall work environment.
  • Organizational Issues
    Use this category to report issues related to organizational structure, communication breakdowns, or any other internal operational problems that affect the efficiency and harmony of our workplace.
  • Unethical Conduct and Conflict of Interest
    Report any behavior that you believe to be unethical or indicative of a conflict of interest. This includes situations where personal interests may be interfering with professional duties or where unethical behavior is observed.
  • Fraud and Theft
    This category is for reporting any suspected or actual fraudulent activities or theft within the organization. This includes embezzlement, misappropriation of funds, or any other dishonest activities.
  • Violation of Laws, Regulations, Policies and Procedures
    Use this category to report any suspected or actual violations of laws, regulations, company policies, or procedures. This includes non-compliance with industry standards, regulatory requirements, and internal policies.
  • Harm to People, Environment and Property
    Report any incidents or potential hazards that could cause harm to people, the environment, or company property. This includes workplace safety issues, environmental hazards, and damage to company assets and property.
  • Data Security and Privacy
    If you have concerns about the security of our data or the privacy of employee or customer information, please use this category. This includes data breaches, unauthorized access, and any other data security issues.
  • Integrity of Financial Reporting, Accounting and Operational Data
    This category is for concerns related to the accuracy and integrity of our financial reporting, accounting practices, and operational data. If you notice discrepancies, errors, behaviors, or any issues that could affect our financial records, please choose this category.
  • I’m Not Sure
    If you have a concern or question but are unsure which category it fits into, use this category. Your submission will be reviewed and directed to the appropriate reviewer.

FAQs

  1. What is Open Voice?

    Open Voice is an employee engagement program that provides Larimer County employees with a safe and accessible channel to submit comments about workplace issues anonymously and confidentially.

  2. Is this program managed by Larimer County?

    While Open Voice is a program of Larimer County, the submission platform is managed by a third-party vendor called Clearview Connects.

  3. Is my submission truly anonymous since I can login and view status updates and/or interact with the reviewers?

    Yes, submissions are completely anonymous as long as the user/submitter hasn't identified themselves or provided identifying information. Larimer County is unable to identify users since we're now using a third-party vendor.

  4. What will happen to Ask HR and What's Up with That submissions?

    With this third-party vendor, reviewers will be able to respond directly to the user/submitter. However, Ask HR and What's Up with That submissions and responses in Inside Information will still be published in Inside Information.

  5. If I engage in two-way communication, can I remain anonymous?

    By default, users are not required to provide identifying information. Two-way communication can happen within the Clearview platform without requiring users to disclose their information or provide contact information. Reviewer and user can communicate back and forth while the user’s anonymity is preserved.

  6. Does every submission have to be anonymous?

    Submissions do not have to be anonymous. A user may choose to disclose personal or identifying information if they do not wish to remain anonymous.

  7. How do I track the status of my submission?

    When you make a submission, you will receive a unique ID and password. DO NOT LOSE THESE! This is the only way you will be able to check the status of your case and engage in two-way communication with a reviewer.

    Additionally, users can provide their email address to be notified if there is an update on the case. This is the best way to stay informed if you wish to engage in two-way communication with the reviewer.

    Note: If a user subscribes to receive update notifications on their submission, Clearview will not share their email address with Larimer County, so the user can remain anonymous.

  8. What happens if I lose my submission ID and/or password?

    Unfortunately, submission passwords cannot be retrieved. If you lose your ID/Password and you wish to remain anonymous, unfortunately you will not be able to check on the status of your submission and may want to consider submitting another form with the same information. If you are willing to give up your anonymity, you can reach out to Jennifer Glover or Nick Cole to request a case submission status.

  9. Who will see my submission?

    Each submission can be viewed by all the reviewers assigned to that selected category. For a complete list of reviewers, click here.
