This page contains information about Larimer County's use of State and Local Fiscal Recovery Funds (SLFRF), and Local Assistance and Tribal Consistency Funds (LATCF) which were provided under the American Rescue Plan Act of 2021 to assist in recovery from the effects on the community of the COVID-19 pandemic.
The SLFRF program provided approximately $69.4 million to Larimer County that must be used to respond to the Covid-19 Pandemic. Eligible uses include:
- Support urgent COVID-19 response efforts to continue to decrease spread of the virus and bring the pandemic under control
- Replace lost revenue for eligible state, local, territorial, and Tribal governments to strengthen support for vital public services and help retain jobs
- Support immediate economic stabilization for households and businesses
- Address systemic public health and economic challenges that have contributed to the unequal impact of the pandemic
The SLFRF requires that local governments submit an annual Recovery Plan Performance report will include key performance indicators identified by the recipient and some mandatory indicators identified by the U.S. Treasury Department (Treasury), as well as programmatic data in specific eligible use categories and the specific reporting requirements. Recipients will be required to submit the report to Treasury within 30 days after the end of the 12-month period. The SLFRF program also requires each recipient to submit quarterly Project and Expenditure Reports. Links for all of these reports can be found below.
The LATCF s a general revenue enhancement program that provides additional assistance to eligible Tribal governments, eligible revenue sharing counties and eligible revenue sharing consolidated governments. Larimer County received approximately $1.3 million from this program, which has been allocated to the Fleet Campus capital project. The County must submit annual expenditure reports to the Treasury Department until the funds are expended. It is anticipated that Larimer County will expend these funds in 2024.
