Pursuant to Colorado Election Code of the Colorado Revised Statutes (HB13-1303), all Elections in Colorado are conducted as Mail Ballot Elections beginning with the 2013 Coordinated Election. Early Voting at Voter Service and Polling Centers (VSPCs) allows voters to drop off their voted ballot, obtain a replacement ballot, change their address or register to vote. 
**Vote Centers were used for the first time in 2003. Prior to 2003, Larimer County used traditional precinct polling places. Vote Centers were replaced with VSPCs in 2013.

To make your visit more efficient, please be prepared with all of your documentation when your number is called.

Secure and verifiable identification is required on all new titles, duplicate titles, new registrations, new temporary registration permits, and new placards. The identification must be provided by the owner of record or a power of attorney presented by the agent. The agent must have secure and verifiable identification to complete the transaction.

1. Letter must be on company letterhead
2. Date (within last 30 days)
3. Dealer Number or Lienholder ID number (if applicable)
4. State what the agent is authorized to do on behalf of the company
5. Name of the Authorized Agent(s)
6. Signature of company representative (must be someone other than the authorized individual)
   • A business owner with sole ownership may complete a DR 2444 Statement of Fact form in lieu of providing a letter of authorization

Power of attorney is a legal instrument authorizing one to act as the attorney or agent of the grantor (owner of vehicle). This document may be used when buying or selling a vehicle, when issuing a duplicate title and if someone other than the owner of the vehicle is coming in to the office to obtain title and/or registration for the owner.
